He soon pieced together a clearer picture of the situation at Shelter 9.
Nearly half of its underground transport tunnels had been cut off, and seven large residential zones—each housing tens of thousands—suffered severe damage.
Facilities like warehouses, agricultural production bases, water plants, and power stations also faced incalculable losses.
Under such catastrophic circumstances, Shelter 9's rescue efforts were severely stretched, even with military support. Thousands of people remained trapped, and time was running out.
If rescue teams arrived too late, they would likely find only corpses.

If Su Wu didn't intervene, few, if any, survivors would remain by the time help arrived.
But Su Wu's decision wasn't purely altruistic.
Residential Zone 023 happened to house someone who could help him complete his task.
With his plan set, Su Wu acted swiftly.
His rescue convoy, which had been working on the outpost base, was immediately redirected toward the city.
Comprising six vehicles, the convoy drew significant attention as it sped through the ruins of Jianghe City.
At several points along the way, distressed survivors from other shelters tried to flag down the convoy for help. Some even attempted to block its path.
Su Wu's response was decisive. The convoy's mounted machine guns fired warning shots into nearby ground, scattering any would-be obstructions.
This efficient use of force allowed the convoy to maintain its momentum, quickly reaching Residential Zone 023.
Now, the true rescue mission would begin.
