Ye Zi'an retrieved a dozen crossbows and several hundred bolts from his personal space, distributing them to the female soldiers still stationed on the walls.
"Aim for the head; that's their weak point."
Ye Zi'an memorized the faces of these individuals, as they would be the primary management personnel for the combat units in the future.
Beside him, Huizi acted swiftly, her stone projectile striking a zombie's head like a bullet, creating a large hole and splattering red and white matter everywhere.
On the walls, about ten crossbows were aimed at the zombies, hitting their targets with remarkable accuracy. Fortunately, the distance was only a little over twenty meters, and these were all trained veterans, with a hit rate exceeding 50%.
At the same time, Ye Zi'an noticed that the number of zombies needed to complete the task of activating the second level of the Tower of Babel was decreasing as the fortress personnel started to kill zombies in earnest.
It seemed he didn't need to do it all himself, which saved him a lot of effort.
Ye Zi'an took aim and fired a bolt that pierced through a recently transformed woman.
[Congratulations! You have obtained a quality equipment card: Tang Dao.]
A palm-sized green card appeared in Ye Zi'an's space, depicting a magnificent long knife that clearly looked exceptional.
The card types were categorized into five: Equipment Cards, Building Cards, Resource Cards, Summoning Cards, and Skill Cards.
The levels were differentiated by color: Ordinary (White), Quality (Green), Excellent (Blue), Epic (Purple), Legendary (Yellow), Mythical (Red), and Unique (Rainbow Dark Gold).
Ye Zi'an took out the Tang Dao card and utilized the Goddess of Luck's ability to begin upgrading the equipment card.
The color on the back of the card shifted from dark green to deep blue, and the front of the Tang Dao gained several runes, enhancing its menacing aura.
Following the usage described in the book, Ye Zi'an gripped the upgraded card tightly and focused his attention on it.
The card slowly disintegrated, transforming into a blue light that coalesced in Ye Zi'an's hand into a sharp Tang Dao.
As he grasped it, Ye Zi'an swung the knife experimentally a few times, immediately recognizing its extraordinary quality.
The sharp blade sliced through the air with a whistling sound, and in the blood-red moonlight, Ye Zi'an resembled a god of death descending upon the earth.
With the zombies in front of the walls being eliminated, the required number for the task was also partially completed: 23/100.
However, no other cards dropped from the zombies below; the only one was the daily guaranteed drop from the Goddess of Luck system.
The drop rate for cards would gradually increase over time, with the chance of obtaining cards in the early stages being less than one in a thousand.
Ye Zi'an surveyed the ten or so individuals on the walls and was pleased with their performance. They would become the backbone of the fortress's defense and exploration teams.
"You all follow me to the cafeteria," he commanded.
With the zombies being killed by Ye Zi'an and the female soldiers, Zhao Wanrong began to calm the panic of the others in the cafeteria.
Inside the fortress, the remaining survivors whispered in small groups, sharing their fears.
Ye Zi'an led the elite female soldiers into the cafeteria, his sharp and intimidating gaze sweeping across the room. Aside from the woman who had just made a foolish attempt, everyone else was present.
The crowd looked at Ye Zi'an, their eyes filled with a mix of fear and trepidation.
They had all witnessed Ye Zi'an's ruthlessness, both in killing and in taking down zombies.
"I initially wanted to give you a night to consider, but some people didn't appreciate it."
"Therefore, I will give you five minutes to decide whether you stay or leave."
Everyone knew what the outcome would be if they chose to leave.
Even if Ye Zi'an didn't take action against them, the zombies outside would not spare them. In contrast, staying within the fortress was far safer.
As the seconds ticked by, the individuals sat quietly in their seats, not one daring to stand up.
"Time's up. Since no one wishes to leave, I hereby declare that I am the ruler of this fortress. All inhabitants must unconditionally obey my commands."
No one dared to resist, especially since the Tang Dao in Ye Zi'an's hand was no joke, and the favorability granted by the Tower of Babel instinctively deterred any objections from the nearby survivors.
"From now on, the inhabitants of the fortress will be divided into four levels: Core Members, Regular Members, Ordinary Members, and Temporary Members."
Ye Zi'an pointed to the group of female soldiers who had fought alongside him, saying, "These individuals are to be promoted to Regular Members effective immediately, while the rest will be considered Ordinary Members."
Hearing Ye Zi'an's announcement regarding the combatants' new status, the rest of the crowd cast envious glances.
Being a Regular Member meant they were close to the core management level.
However, upon hearing they could still be Ordinary Members, their anxieties eased; at least they were not relegated to the bottom as Temporary Members.
"All survivors in the fortress will be divided into two departments based on their roles: the Combat Department and the Logistics Department."
"The Combat Department will be directly overseen by me and will be divided into five teams. There will be two Search Teams, led by Anna and Chen Ruoxue, tasked with collecting supplies outside.
The Defense Team will be under Ye Yu's command, responsible for the defense of the fortress walls and screening individuals entering and leaving.
The Recon Team will be managed by Huizi, gathering intelligence on surrounding movements, including those of zombies and humans.
The New Recruits Team will be led by An Ziyu, responsible for training new recruits and teaching Logistics Department members some combat techniques."
Ye Zi'an assigned roles based on each individual's characteristics.
As for the Logistics Department, although the office workers wouldn't be going out to fight, they might still encounter battles in the future. Ye Zi'an only required them to grasp basic combat skills, ensuring they wouldn't be helpless when the time came. They simply needed to dedicate one or two hours daily to training with An Ziyu.
In the Combat Department, strength was paramount, and the team leaders Ye Zi'an appointed were all individuals who had just killed zombies on the walls, which did not provoke any dissent among the crowd.
"As for the Logistics Department, it will be headed by Zhao Wanrong, coordinating all the various teams, with Liu Qinghuan serving as her deputy, mainly assisting Zhao Wanrong."
"Meanwhile, the Warehouse Team will be led by Liu Qinghuan as well, responsible for the accounting and recording of resource inflow and outflow, as well as the distribution of supplies among the various departments.
The Administration Team will be overseen by Li Menglan and Hu Xuefei, tasked with summarizing the daily tasks of all departments in the fortress and assisting Zhao Wanrong in issuing and executing orders.
The Catering Team will be managed by Lin Qiaoqiao, responsible for organizing personnel for the daily meals in the fortress, including provisions for those going outside.
The Maintenance Team will be led by Bai Mengmeng, responsible for repairs within the fortress, including any construction needs.
The remaining individuals will be allocated to various departments by Zhao Wanrong, and if necessary, additional departments will be established in the future."
"Additionally, all team leaders and group leaders will be automatically promoted to Core Members."
