"There are quite a few people in the Anbu. This unit, which is directly under the Hokage, has a lot of issues. I need to reorganize and clean up the Anbu, but it involves the entire unit. Oh, by the way, the battle that broke out in the village earlier happened because of negligence within the Anbu."

After a brief explanation from Tsunade, Kazuki understood completely.

So, the Anbu caused all this trouble! Interesting. It seems there are quite a few people who harbor resentment against the Third Hokage.

It's almost pitiful for the smaller clans; they've been left in such disarray by the Third Hokage's decisions. Many clans have even lost their legacies, disappearing from Konoha and becoming just another part of its history.

Understanding the situation, Kazuki contemplated.

"So, Hokage-sama is worried that there might still be some disloyal individuals hidden within the Anbu, and while you want to reorganize and clean up, you're also concerned that it might cause even bigger problems?"

"Yes."

That was precisely the issue.

"So, I hope you all can give me some suggestions or effective solutions to resolve the problem."

Can I go home and wait for Naruto?

Jiraiya was flustered.

From the look in Tsunade's eyes, he could tell that he couldn't escape, or she'd kill him if he tried.

This really is a big hassle.

Other departments are fine, but the Anbu is the most secretive and hardest department to manage.

After struggling with this for a while, Jiraiya was still at a loss.

Tsunade sighed and looked toward Kazuki.

"I think there's no need to overthink it. Since we need to reorganize, just issue a notice and set a time to start the reorganization. If there are any individuals in the Anbu with ulterior motives, or if someone has planted spies within, they'll surely panic and possibly try to escape once they hear about it."

Whether they react or not, there's no need to worry too much. Just issue the notice, begin the reorganization, and clean things up. Give those pawns, or potential spies, a bit of time to react and escape, reducing the chance they might act out of desperation.

"If someone does try to flee, they could potentially reveal the village's intelligence."

Tsunade said sternly, "Have you thought of that?"

"What difference does it make?" Kazuki spread his hands.

"What do you mean?" Tsunade frowned deeply.

Kazuki explained, "It's simple. If there really are people who would leak Anbu's intelligence, they don't need a wake-up call; they would've done it already. So, there's no need to worry. Just send out the notification and start the reorganization. As long as we keep everything confidential — and the Anbu is, after all, the most secretive department in the village — there's no reason the reorganization news should get out."

Anbu is the department in the village where the possibility of spies is the smallest. To get into Anbu, one must pass many layers of vetting, including background checks.

For anyone of unclear origins, joining Anbu would be extremely difficult, unless they were deliberately planted there with forged records and a fast-tracked approval.

But if someone like that were there, whatever their motives, they would've leaked information long ago, without waiting for you to "wake them up."

With minimal chance of spies, what remains is simply the possibility of disloyal or restless individuals, or planted pawns.

So...

Kazuki felt Tsunade's worry was unnecessary. Just proceed as needed without overthinking it.

Anyone capable of planting a pawn in Anbu would be able to obtain intelligence from the Anbu in no time — there's no need to go around in circles.

There was a certain logic to this.

Jiraiya's eyes lit up.

Tsunade nodded slightly, feeling somewhat convinced by Kazuki's words.

Since there's no need to worry, then just go ahead with it. No need to stress.

A simple matter had become complicated by overthinking. 

"I understand now." Tsunade suddenly realized that it really was just that simple.

Besides, the only issues might be potential traitors or some planted pawns. However, the elders and Danzo don't exactly lack information. Why would they even need pawns?

Konoha's intelligence is practically in their hands, guarded or not.

Their authority and status already grant them direct access.

Just like the Book of Seals.

In theory, only the Hokage can review it, but Danzo or the two elder representatives could also look at it if they wanted.

They can do whatever they like with it.

If they can casually browse even the Book of Seals, what secrets or information would they not already know?

"Oh, I should've brought Kazuki over sooner."

With the problem solved, Jiraiya's carefree nature returned.

"Since that's settled, I'll be on my way. Naruto is waiting for me."

Without giving Tsunade time to respond, he jumped out the window and was gone.

"That idiot!!!"

Tsunade cursed in frustration.

Still as unreliable as ever.

In comparison, Kazuki seemed a lot more sensible than Jiraiya.

How the Anbu should be reorganized and cleaned up wasn't Kazuki's place to interfere, but he had said all that needed to be said and was ready to leave.

"Hokage-sama, it's possible there might be some disturbances within the Uchiha clan soon. I hope the Hokage office building can stay peaceful."

Before leaving, Kazuki gave Tsunade a heads-up.

If Fugaku takes action against the hardliners, it's bound to stir up a bit of trouble.

At the very least, it would cause unrest within the Uchiha clan.

There's no way to hide this from the village, so giving a heads-up to prevent extra issues is wise.

"I understand. In the near future, Anbu personnel will not approach the Uchiha territory. You can handle Uchiha's internal affairs as you see fit."

Kazuki's heads-up meant he was about to take action against the hardliners in the clan.

It was best to remove this ticking time bomb sooner rather than later.

Both Kazuki and Fugaku wanted to deal with this issue quickly, and so did Tsunade.

She wouldn't be prejudiced against or target the Uchiha, as long as they didn't cause trouble.

Yet, these hardliners were the ones who liked causing trouble. Leaving them around could lead to unexpected complications.

Once Kazuki left, he noticed that Shizune seemed down. Tsunade smirked and teased her.

"I told you, if you like someone, you have to take the initiative. Now you regret it, don't you? Someone else got him first."

"Oh…" Shizune responded weakly, then suddenly realized and blushed as she protested.

"Hokage-sama, what are you saying!? I don't!"

"If not, why the big reaction?" Tsunade laughed playfully.

"Besides, that kid's quite handsome, he's got some talent, and he's strong. Are you really not interested?"

"I..."Shizune herself wasn't sure if she had feelings for him.

She was simply happy to be friends with Kazuki, as she had few friends and rarely met anyone she could talk to. Kazuki was one of them... perhaps even the only one.

"Fine, it's up to you."

Matters of the heart couldn't be forced, especially since Kazuki already had a girlfriend. That made things awkward.

It wasn't like she could just chase after him now, right?
