To reach the Kage level one has to gain 100,000 units of chakra to 999,999 units of chakra being the highest.
To reach the super Kage level one has to gain 1,000,000 units of chakra to 9,999,999 units of chakra being the highest.
To reach the sage level one has to gain 10,000,000 units of chakra to 99,999,999 units of chakra being the highest……..
If at any level they only obtained the lowest value of chakra then they will be stuck there to never improve in the future.

For people like Kakashi they can reach Kage level and more but not super Kage level.
