Chapter 99: Chapter 99: Mission



The Float-Float Fruit allows its user to make non-living objects they touch defy gravity and float. 

Furthermore, they can control these objects to attack enemies. 

In the hands of Golden Lion Shiki, this fruit showcased incredible power, earning him his place as one of the three great legends. 

However, in Arashi's eyes, its true strength lies in its capacity to lift an entire massive island into the skies, keeping it suspended tens of thousands of meters above the sea. 

Arashi envisioned using its powers to construct floating island bases and create a divine kingdom in the sky if he could obtain and wield this fruit.

"The power of the World Government is unfathomable," Arashi reflected. "With my current foundation, it's impossible to defeat them head-on."

He thought of Imu, seated on the Empty Throne deep within Pangaea Castle, and the Five Elders, who bear divine titles.

Warrior God of Scientific Defense, Saint Jaygarcia Saturn.

Warrior God of Agriculture, Saint Shepherd Ju Peter.

Warrior God of Finance, Saint Ethanbaron V. Nasujuro.

Warrior God of Justice, Saint Topman Warcury.

Warrior God of the Environment, Saint Marcus Mars.

These five celestial beings, named after the elements of Earth, Water, Fire, Wood, and Metal, radiated overwhelming strength and authority. 

Their titles alone hinted at the immense pressure they exerted over the world.

This was precisely why Arashi named his organization "Pantheon." 

Only gods could overthrow gods! New gods would replace the old! In the name of divinity, he would act for the people.

"The stars of emperors falter; a lone warrior sharpens his blade in the night."

Arashi was that warrior, sharpening his blade to claim the throne of the new gods and send the old ones away.

The world itself had grown stranger with time. As the story unfolded, its power structure became increasingly absurd. 

The awakening of the Gum-Gum Fruit revealed the existence of the Sun God Nika, and the world moved further toward deification.

"There's also the Holy Knights and the hidden forces the World Government has accumulated in its 800-year history," Arashi thought, his gaze becoming serious.

The sheer scope of the World Government's strength was impossible to estimate.

Thankfully, he was still working in the shadows, giving him time to prepare. 

"The foundation of the organization is set, but I need to recruit, train, and invite more top-tier combatants," he murmured. 

The road ahead was long, and he needed to double his efforts.

With a leap, his body transformed into a streak of lightning, disappearing in the blink of an eye.

Back at the base, Arashi sat in his office, deep in thought. After some time, he picked up a blank sheet of paper and wrote his first name:

Kozuki Oden.

Based on the timeline, this samurai of Wano Country was still alive. 

While Arashi thought Oden's personality left something to be desired, his formidable strength made him worth considering.

The next name is Gecko Moria.

The future Warlord of the Sea had fallen into despair after his battle with Kaido, leaving his spirit broken and his strength diminished. 

Even so, Moria had immense potential. If nurtured, his ability to create powerful warriors by imbuing shadows into corpses could make him a valuable asset.

Donquixote Doflamingo.

Arashi hesitated as he wrote this name. He considered crossing it out but ultimately left it.

Shimotsuki Koushirou.

Another name surfaced.

Monkey D. Garp.

Arashi's eyes gleamed. For him, Garp was both the easiest and the hardest to recruit. 

The timing had to be perfect.

One by one, more names filled the page. Each represented a critical piece in Arashi's plan to expand his organization. 

If he succeeded in recruiting them all, he would possess a force capable of challenging the World Government.

At the top of the paper, Arashi wrote four bold characters: The Divine Seed Plan.

Of course, this plan would take years, perhaps decades, to realize. Some targets might never be recruited, but it was a long-term goal worth pursuing.

"Compared to my vision, Dragon, you're far too cautious," Arashi muttered faintly. 

He held the paper, then let a spark of electricity run through it, reducing it to ashes. The names, however, were etched firmly in his memory.

"What is the true ceiling of this world's power?" he wondered aloud, gazing into the distance. 

"Am I qualified to reach it?"

Despite his near-invincible status as a six-dimensional warrior, Arashi remained cautious. 

His near-immortality gave him the confidence to take risks but did not breed overconfidence.

"For now, I'll focus on the tasks at hand," he decided, shaking off his distractions. 

The immediate priorities were the gold from Skypiea, the new Ohara, and Vegapunk's research base. He knew the scholars of Ohara were as vital as Vegapunk.

Knowledge was power, and this fact was undeniable. But everything required patience.

Another month passed, and the fleet of airships he had anticipated finally arrived.

Twelve ships floated silently above the G-18 base, arranged in a fan shape. 

Their propellers hummed with a faint thunder, arcs of electricity crackling along their surfaces.

"Impressive," Arashi said with a smile.

Capone Bege stood beside him, grinning with excitement. 

"This exceeded expectations! With five shipyards working around the clock, they finally completed this small fleet." 

"Each ship can carry 50 people—that's a total capacity of 600!"

Bege's obsession with the airship fleet had driven him to personally oversee their construction, pushing the shipwrights to work 18-hour days to finish as quickly as possible. 

He had even taken a test flight, and the thrill of soaring through the skies left him ecstatic.

At that moment, Bege couldn't help but feel grateful for his decision to follow Arashi.

"Twelve ships," Arashi repeated, his eyes scanning the fleet. On each airship stood black-suited men, their faces taut with tension as they faced the Marines around them.

This was the beginning of something extraordinary.

"Prepare yourselves; we're about to head out on a long journey," Arashi said, smiling at Capone Bege. Then he motioned for Eveya to come closer.

Bege nodded immediately, his heart pounding. While curious about Arashi's plans, he dared not ask too many questions.

"Vice Admiral!" Eveya quickly stepped forward.

"Select 600 elite soldiers," Arashi instructed calmly. "We're undertaking a top-secret mission."

"Yes, sir!" Eveya responded promptly and turned to leave.

"Make sure to pick ones with strong physiques!" Arashi added from behind. Ivya paused for a moment before nodding again and hurrying off.

Since Arashi had established the organizational structure, the military had been primarily under the command of Bullet. 

It didn't take long before 600 tall, imposing Marines armed with rifles and short swords assembled at the harbour.

Bege's eyes narrowed at the sight. The elite nature of this unit was evident at a glance. 

Their firm gazes, muscular builds, and disciplined stillness made them seem far superior to the average Marine he'd seen in the past.

"Since the boss arrived, the Marines of the West Blue have undergone a dramatic transformation," Bege thought to himself.

He recalled witnessing the rigorous training of soldiers by officers stationed on Toroa Island. 

The intensity and standards were several times higher than before. At the same time, the soldiers' living conditions, food quality, and salaries had all significantly improved.

Thinking about this, Bege couldn't help but feel a twinge of pain—most of the expenses for these improvements had come from his pocket. 

As the underground ruler of the West Blue, he had essentially been funding the entire Marine force in the region.

Yet deep down, he felt no resentment, only gratitude toward Arashi.

"What's the point of being a king on the ground?" Bege mused, his eyes shining with ambition. "If you aim for greatness, become the king of the seas and the skies!"

His gaze shifted toward the suspended fleet of airships. The idea of commanding such a fleet in the future thrilled him.

Moments later, the airships descended and docked in the inner harbour. 

Six hundred of Bege's Mafia members stepped forward, dressed in black suits, hats, and sunglasses. 

Despite their professional appearance, they were trembling with nervousness. One by one, they approached Bege.

Under Eveya's astonished gaze, something remarkable happened. 

The closer the Mafia members got to Bege, the smaller they became until they finally disappeared through a door that seemed to lead nowhere.

"No need to be surprised, Captain. I am the Castle-Castle Fruit user," Bege explained with a smirk. "My body is a fortress!"

Eveya's confusion cleared as realization dawned.

Arashi glanced in their direction but paid no particular attention—he had long been aware of Bege's ability. Following this, the 600 Marines boarded the airships. 

Within half an hour, the 12 vessels began to ascend, their propellers emitting flashes of electricity as they gained speed and headed toward the Grand Line.

"Boss, what's our mission this time?" Bege asked from within his "castle."

Arashi sat at a long table, surrounded by fine wine, fruits, and various delicacies. Bege sat across from him, his curiosity evident.

"Have you heard of Sky Island?" Arashi asked with a faint smile, swirling the red wine in his glass. The deep crimson liquid spun like blood.

"Sky Island?" Bege repeated, dumbfounded. "The legendary island floating 10,000 meters above the sky?"

Arashi chuckled softly. "Of course. Our destination is Sky Island, located above Mock Town on the Grand Line, 10,000 meters high."

He paused for a moment. "It's said to hold a vast amount of gold."

Bege's body tensed at the revelation. The Grand Line? Sky Island? These were things he'd never even dreamed of attempting before.

"This gold is crucial for the organization's next phase of development," Arashi explained calmly. 

"That's why I had another member of the organization design the airships."

At this, Arashi sighed inwardly. The development required resources, and in this world, that meant money. 

Everything required substantial funding, scientific research, rebuilding ruins, or establishing Crocodile's intelligence network.

"Additionally," he added, "Sky Island itself can be brought under our control while we're there."
