In the spacious and opulent office, the Five Elders were either seated or standing, their expressions dark as they faced the door. 

"So, is this the explanation Marine has to offer us, Sengoku?" 

Saint Saturn struck his crutch hard on the ground, his voice low and commanding.

Standing at the entrance, Fleet Admiral Sengoku of Naval Headquarters, Admiral Aokiji, and Admiral Akainu wore equally grim expressions.

"Enies Lobby was obliterated by a Buster Call, but thanks to the mercy of pirates, only one Vice Admiral was lost. 

How disgraceful! Pure incompetence!"

Saint Warcury, the elder with a birthmark on his forehead, shouted furiously.

As the Marine Fleet Admiral, Sengoku's face darkened, the veins on his forehead throbbing.

"Isn't it true that CP9 acted against Nico Robin of the Entei Pirates without authorization, leading to this catastrophe?" 

Sengoku raised his head sharply, biting back his anger.

"Watch your tone, Sengoku! How dare you speak like that! You Marines are mere subordinates of the World Government, not its accusers," 

Saint Nusjuro banged his sword on the floor, his gaze icy.

"Aokiji, the plan to make Portgas D. Ace a Shichibukai failed. Why didn't you arrest him in the Seven Waters Capital? At the very least, you could've weakened his Entei Pirates. Garp was there—wasn't your combined strength enough? Instead, you're attending a banquet with a pirate!?" 

Saint Ju Peter, the blond elder, turned his ire towards Aokiji.

"That banquet was part of the process to invite Portgas D. Ace to join the Shichibukai. Aren't the Seven Shichibukai of the Sea a subordinate entity of the World Government itself?

As for our combat strength—do you really believe a single warship can stand against a near-Emperor-level pirate crew? 

You vastly underestimate Portgas D. Ace's power," Aokiji's voice was cold as he locked eyes with Saint Ju Peter.

Aokiji wasn't surprised that the Five Elders knew about the banquet—CP agents were scattered throughout the Capital of Water 7, after all. Still, the banquet was part of the negotiation, and attending didn't break any protocol.

"A banquet attended by an admiral and a Marine hero at a pirate's table—how absurd! But then again, isn't that the irony of the Shichibukai system?" 

Saint Warcury spat in frustration.

"Hmph! I bet it was Garp's hesitation to strike against his own adopted grandson that held things back. 

With a son like Dragon and a grandson like Portgas D. Ace, can Garp still be called a Marine hero?" Saint Mars, his long hair and beard adding to his stern appearance, sneered coldly.

"Garp earned that title during the Rocks incident, not from the World Government itself," Sengoku replied evenly, his voice low but firm. 

"Furthermore, Portgas D. Ace has grown into a Four Emperors-level powerhouse, and the Entei Pirates are near the same strength. Even if Aokiji and Garp fought with all their might, the price would've been unbearable. 

Don't forget, Portgas D. Ace also possesses the Door-Door Fruit, which CP9 lost to him. That's the real reason Garp and Aokiji couldn't act!"

Sengoku met Saint Mars's gaze directly, his words measured.

"So now you're blaming the World Government, Sengoku?" 

Saint Ju Peter's eyes burned with intensity.

"No, I'm merely stating the facts. Without the Door-Door Fruit, the Marines would have had a real chance of capturing the Entei Pirates, even at great cost. But with that fruit in play, and with Ace's Observation Haki capable of seeing into the future, even if I personally led the assault, it would be near-impossible to trap the Entei Pirates before they used the devil fruit ability to escape."

Sengoku's voice remained calm but resolute.

"Hmph! At the end of the day, it's just your Marines' incompetence. A mere child who's been at sea for just a year has shaken the world to this extent," Saint Warcury's voice was filled with disdain.

"As for the Entei Pirates, we'll issue a new bounty immediately. We'll claim that Portgas D. Ace threatened to attack Kaido via transponder snail from the Holy Land. 

We'll conceal the Buster Call incident, but announce that he destroyed Enies Lobby, attacked the Marine fleet, killed Vice Admiral Onigumo, and injured four others. 

We'll dub him the Fifth Emperor of the Sea. This will stir the interest of Kaido and the other Emperors. Once they clash, both sides will be weakened. 

This is in the best interest of the World Government," Saint Saturn declared coldly.

Buster Call, the ultimate tool of World Government justice, had failed—and the destruction of Enies Lobby could tarnish their image. So, the blame would shift entirely onto Ace.

Announcing Ace as the Fifth Emperor would draw Kaido's attention, and whether Ace or Kaido triumphed, both sides would suffer, ensuring the World Government's advantage.

"What about Marine's reputation after announcing the death of Onigumo and the injuries to the Vice Admirals?" 

Akainu's eyes burned red with fury. His belief in absolute justice made him fearless in challenging even the Five Elders.

"To us, the Marine's reputation means nothing. You are just the outer face of the World Government," Saint Saturn responded icily.

"Sakazuki, don't overstep. You're just an admiral," Saint Nusjuro's voice cut through the tension.

"Regarding Portgas D. Ace, from now on, CP will handle matters related to him. It seems the Marines are no longer capable of managing this, Sengoku," 

Saint Ju Peter added, his voice calm but cutting.

"Announce Ace as the Fifth Emperor. Spread word of his threat to Kaido across the seas. You can still manage that, can't you, Sengoku?" 

Saint Mars said, his voice soft but laced with authority.

"Understood," 

Sengoku replied tersely and walked out.

Aokiji followed, his gaze sharp, while Akainu stood with a brooding expression. In his mind, a full-scale assault should've been launched against Ace and his crew to uphold Marine justice. But the Five Elders, concerned about their precious balance of power and the Door-Door Fruit, had held him back.

To truly enact justice, Akainu thought, he needed to become the Marine's leader. Only as a Fleet Admiral could he pursue the absolute justice he believed in!

Akainu threw off his cloak and strode out of the office.

"Hmph! Portgas D. Ace, he certainly has the ability to hunt Devil Fruits. 

Because the Marines wanted to make him a Shichibukai, they've been moving cautiously, step by step. And now, the bothersome power of the Door-Door Fruit has fallen into his hands."

After Sengoku and the others departed, Saint Nusjuro struck the ground with his sword in anger.

"At this point, it's pointless to complain. According to Marine reports, Portgas D. Ace's growth has become a threat to the balance of the seas."

Saint Warcury added, "How do we plan to act?"

Saint Saturn's eyes gleamed like torches. 

"We have more important matters to deal with right now. Let's wait until Ace and Kaido clash. 

When two emperors collide on the seas, neither will escape unscathed. If Kaido wins, the balance remains intact. But if Ace emerges victorious, we'll take the opportunity to wipe out the Entei Pirates!" Saint Ju Peter's eyes were cold.

Saint Mars spoke in a deep voice, "However, Ace's next destination is the Devil's Triangle. That could be troublesome."

"Isn't one of the Shichibukai, Moria, stationed there?" asked Saint Warcury, frowning.

"Yes, 'Moonlight' Moria is there," replied Saint Ju Peter. "But Moria is no match for Ace. If we lose yet another Shichibukai, regaining control over the Seven Shichibukai will be problematic."

"Let Moria leave the Devil's Triangle. We don't need any friction with Ace before his battle with Kaido," Saint Mars suggested.

"But will Moria listen to us? He's quite arrogant," Saint Ju Peter remarked.

"If he leaves, it proves he's not completely foolish. If he insists on staying, then he's sealing his fate," Saint Warcury's eyes flashed coldly.

"Send Bartholomew Kuma to take care of Moria. With his ability, he can ensure a clean escape from Ace," Saint Warcury said icily. "If a Shichibukai takes down another Shichibukai, the reputation of the Seven Shichibukai won't be tarnished too much. Just accuse Moria of betraying the World Government, and it'll also serve as a warning to the others."

"Agreed," the rest of the Five Elders quickly concurred.

Naval Headquarters

"Vice Admirals!"

Commodore Brannew, recently promoted, slammed the Entei Pirates' logo onto a board with a solemn expression. Seated on both sides were the fierce Vice Admirals of the Naval Headquarters.

Except for the injured Momonga and Yamakaji, all of the Vice Admirals were present. The intensity of their presence made even the guards stationed at the door swallow nervously.

"The Entei Pirates have become one of the greatest threats in this sea," Brannew began. "Since their appearance, they've taken down one of the original Seven Shichibukai, Sand Crocodile. They invaded Enies Lobby, completely destroying the 800-year-old stronghold. They attacked a Buster Call, resulting in the death of Vice Admiral Onigumo and the severe injury of Vice Admirals Momonga and Yamakaji. Gion and Chaton were also critically wounded."

"The Entei Pirates are undoubtedly enemies of justice!" Brannew declared, looking sharply at the Vice Admirals.

The Vice Admirals' expressions grew more grim. The strength of the Entei Pirates had surpassed what they could handle alone.

"Now, for the latest bounties!" Brannew revealed the wanted posters one by one.

"Entei Pirates' musician, Conis of Sky Island, user of the Vocal-Vocal Fruit! Bounty: 65 million berries!" Conis' wanted poster was posted prominently.

"Entei Pirates' Ship doctor, Kaya, user of the Healing Fruit and master of Taijutsu and Haki! Bounty: 120 million berries!" Kaya's smile was bright on the wanted poster.

"Entei Pirates' swordsman, Tashigi, former Loguetown Marine Captain and now known as the 'Fallen Marine Swordsman'! Bounty: 130 million berries!" Tashigi's former position in the Marines had inflated her bounty.

"Entei Pirates' Sniper and helmsman, Nojiko, user of the Door-Door Fruit, also known as the 'Black Rose!' Bounty: 180 million berries!" Nojiko's poster showed off her tattoo of the Entei Pirates' logo.

"Historian, 'Devil's Child' Nico Robin, user of the Flower-Flower Fruit! Bounty: 79 million berries!" Robin's new bounty poster was revealed next.

"Former Princess of Alabasta, 'Desert Princess' Vivi, user of the Sand-Sand Fruit! Bounty: 350 million berries!" Vivi's poster was pinned next, earning concerned glances from many of the Vice Admirals.

"Entei Pirates' chef, Raki of Sky Island, user of the Bird-Bird Fruit, Suzaku model! Bounty: 380 million berries!" Raki's poster showed her in the form of the fiery Suzaku.

Then Brannew dramatically revealed another.

"Navigator, 'Cat Burglar' Nami, user of the Thunder Fruit! Bounty: 500 million berries!" The terrifying lightning surrounding Nami's image on her wanted poster caused the Vice Admirals to sweat.

Brannew's voice reached its peak. "And finally! The great pirate who leads these dangerous individuals! 

Captain of the Entei Pirates, wielder of Conqueror's Haki, the fifth emperor of the sea, 'Emperor of Flame,' Portgas D. Ace! Bounty: 1.18 billion berries!"

As Ace's bounty was posted, the Vice Admirals' faces grew more horrified. The fifth emperor of the sea had truly risen out of nowhere, shaking the very foundations of the world.

Under the orders of the Five Elders, the Marine bounty posters quickly spread throughout the seas.

And the world trembled.
