Someone in the crowd shouted angrily, "Brothers, let's take action! Anyone who tries to stop us is our enemy!"
"Exactly! The Marines are clearly in cahoots with Doflamingo. We can't count on them to uphold justice. We have to fight for our answers!"
The mass of tens of thousands prepared to storm forward, threatening to attack the Marine soldiers blocking the path.
However, the two hundred Marines stood firm, raising their guns in unison to aim at the enraged citizens.
For these soldiers, orders from Base Commander Byakuya were absolute. Without his command, no one was allowed to pass.
Moreover, the Marines stationed in the New World were far more capable than those in the first half of the Grand Line.
After all, the pirates they faced in the New World were leagues more dangerous, many of whom would be infamous in the first half.
Though the Marines might not be able to completely stop tens of thousands of people, they could certainly take down a few thousand.
The sight of the raised guns further escalated tensions, and the situation teetered on the brink of an all-out conflict.
Just as the clash seemed inevitable, two voices rang out simultaneously.
"Everyone, calm down! Under no circumstances should you attack the Marines!"
"Lower your weapons, all of you!"
The first voice belonged to King Riku, and the second to Byakuya, who had arrived just in time, alongside Issho.
King Riku, who had been framed and ousted from his throne by Doflamingo's schemes, still held a place of guilt in the hearts of the citizens.
Upon hearing his plea, the crowd hesitated and gradually calmed down. Seeing this, King Riku let out a sigh of relief.
A full-blown conflict would have been devastating for both sides. Furthermore, the young Marine leader standing before them was undoubtedly the famed Base Commander Byakuya.
Before King Riku could speak, Byakuya addressed him coldly, "King Riku, you're aware of the consequences of attacking Marines without authorization, aren't you?"
"I…" King Riku was momentarily stunned.
Of course, he knew the repercussions—unprovoked attacks on Marines carried severe penalties, ranging from years of imprisonment to immediate execution, depending on the severity.
The sharp tone of the young Vice Admiral left him feeling cornered.
At this, Kyros, unable to hold back, retorted indignantly, "And what about the Marines colluding with Doflamingo to oppress allied nations? Isn't that illegal too?"
Byakuya's gaze turned icy as he looked at Kyros. "Do you have any proof?"
"I…" Kyros was left speechless.
Byakuya himself had only uncovered Vergo's betrayal—the Marine who served as Doflamingo's informant—at the cost of Doflamingo's defeat.
The citizens didn't even know who Vergo was, let alone have evidence against him.
The fiery determination of the tens of thousands of citizens was extinguished in an instant by Byakuya's simple question, leaving them deflated.
Recognizing that this Marine commander was not someone to be trifled with, King Riku composed himself and asked, "Vice Admiral Byakuya, are you aware of the pain Doflamingo has inflicted on the people of our kingdom?"
Byakuya retrieved a document from his coat and tossed it to King Riku. "I'm well aware. The purpose of our mission here is to resolve that."
King Riku unfolded the document and began reading.
To his surprise, the records were far more detailed than what he knew, indicating that the Marines had conducted extensive investigations before their arrival.
King Riku hesitated before asking, "Then… what does the Marine plan to do about this?" This was the question on everyone's mind.
The citizens feared that Doflamingo's status as a Warlord of the Sea might grant him immunity, leading to a situation where he would later retaliate against Dressrosa.
Byakuya responded with a question of his own. "And what do you expect the Marines to do?"
King Riku took a deep breath, feeling the weight of his people's anger and suffering.
With firm resolve, he said, "I want the Marines to give Dressrosa a clear and just resolution."
"A resolution?" Byakuya smirked and clapped his hands. "Is this clear enough for you?"
From behind, a group of Marines stepped forward, each dragging a corpse. The bodies of the Donquixote Family's top executives were laid out before the crowd.
King Riku's eyes widened in shock as he recognized them. "That's Sugar, Pica, Senor Pink…"
Nearly every high-ranking member of the Donquixote Family that he could name now lay lifeless before him.
Byakuya continued, "Trebol and Diamante were killed by me six months ago. As for Doflamingo…"
At this moment, Doflamingo, unconscious and battered beyond recognition, was dragged forward like a beaten dog.
"This one can't be killed just yet," Byakuya explained.
"He has to face final judgment. But rest assured, his fate is sealed—he'll live out the rest of his days rotting in the depths of Impel Down."
Seeing Doflamingo's pitiful state, King Riku and the citizens finally understood the Marines' true purpose in coming here.
They had initially assumed the Marines would merely arrest Doflamingo and his crew, leaving everyone alive.
But the young Vice Admiral before them had decisively eradicated the entire Donquixote Family, sparing only Doflamingo to ensure justice through proper channels.
Looking at the state of the once-feared Warlord, many in the crowd felt that death might have been a kinder fate for him.
At the very least, this spared Doflamingo from more suffering.
After allowing everyone to fully take in the sight of the defeated Warlord, Byakuya ordered him to be dragged away, preventing King Riku and the citizens from becoming overly emotional.
"Does this resolution satisfy you?" Byakuya asked.
"It does! It does! It more than satisfies us!" King Riku exclaimed, his voice trembling with emotion.
His gratitude was shared by the tens of thousands of citizens present, their excitement palpable.
The sixty-year-old King Riku suddenly dropped to his knees before Byakuya, intending to bow in gratitude in front of everyone.
However, before he could kneel completely, Byakuya firmly held him up.
With a warm smile, Byakuya said, "You're old enough to be my grandfather. Kneeling to me feels… inappropriate."
King Riku, overwhelmed, responded, "But I'm truly grateful to you. You and the Marines are the greatest benefactors of Dressrosa. You deserve this bow."
As King Riku spoke, he suddenly remembered his granddaughter, who was about the same age as this young Marine Vice Admiral.
A thought crossed his mind: if this heroic Marine could become his grandson-in-law, it wouldn't be a bad idea at all.
Meanwhile, Byakuya had no clue that the elderly king was entertaining such thoughts about their relationship.
"Honestly," Byakuya began, "the Marines aren't entirely your benefactors in this matter. The truth is, the Marines share some blame."
"All your reports about Doflamingo's crimes were suppressed by the spies he had planted within the Marines."
"That's why you've endured years of suffering before finally finding relief today."
Having said this, Byakuya bowed deeply to King Riku and the tens of thousands of citizens.
Issho and the 200 Marines under Byakuya's command followed suit, bowing in unison.
The crowd was stunned.
They never expected the same Vice Admiral who had initially seemed so domineering and unyielding to bow and apologize to them.
The sight left King Riku and the others momentarily at a loss for words.
When Byakuya straightened up, his expression was firm as he addressed the citizens.
"Six months ago, the atrocities committed by Crocodile, another Warlord of the Sea, in the Kingdom of Alabasta were exposed."
"At that time, I proposed abolishing the Warlord system. However, my efforts were met with immense resistance, and I chose not to push further."
"But today, after witnessing the even greater atrocities committed by Doflamingo in Dressrosa, I can no longer stand idly by while evil pirates exploit their government-sanctioned status to commit such inhumane acts."
"So, in front of all of you here today, I swear an oath."
"I, Byakuya, Base Commander of G-5 and Vice Admiral of Marine Headquarters, will do everything in my power to abolish the Warlord system."
"I will fight to ensure that no citizen of any allied nation will ever again suffer under the tyranny of a Warlord of the Sea."
As Byakuya's words echoed across the silent plaza, the weight of his vow struck every one present. They all understood the monumental implications of his declaration.
Byakuya was pledging to challenge a system recognized and upheld by the World Government itself.
From the sky, Morgans, the president of the World Economic Journal, muttered in disbelief, "He's crazy. Byakuya is insane."
Clutching his transponder snail, which had been recording the entire scene, Morgans felt a shiver deep within his soul.
"If this footage is made public," he whispered, "the entire sea will be thrown into unprecedented chaos!"
And he couldn't wait to unleash it.
