The man was none other than the legendary Sage of Six Paths, Ōtsutsuki Hagoromo.
Although Hagoromo didn't play an active role in the events of the original story, he was the source of the ninja world's struggles.
Ironically, the man who once sealed away Kaguya and split the Ten-Tails' chakra into tailed beasts had now been reduced to a passive observer.
Though legends claimed he had died of old age, Hagoromo's spiritual presence in the Pure Land proved otherwise.
Ōtsutsuki Isshiki and Kaguya were originally sent to the ninja world to plant the Divine Tree.
Kaguya, intended to serve as the sacrifice for the Divine Tree, rebelled against this fate. Unwilling to die, she betrayed Isshiki by ambushing him and feeding his body to the Ten-Tails. In doing so, she consumed the Chakra Fruit, unlocking the power of the Rinne Sharingan.
After gaining this immense power, Kaguya decided to abandon the one-time harvest plan for the ninja world and instead pursued sustainable development by cultivating her new power while ruling over humanity. Anticipating retaliation from the Ōtsutsuki clan, she used Yin-Yang Release to create her children, Ōtsutsuki Hamura and Ōtsutsuki Hagoromo. Hamura inherited the majority of her Ōtsutsuki bloodline, activating the Byakugan and evolving it into the Tenseigan. Meanwhile, Hagoromo inherited much of the Divine Tree's power, awakening the Sharingan and evolving it into the Rinnegan.
However, despite Kaguya's attempts to control the Divine Tree's activity to limit destruction, the tree, which fed on planetary energy, continued to cause devastation. This prompted the three great sacred lands of the ninja world to intervene. They sent Gamamaru (the Great Toad Sage) to incite Hamura and Hagoromo against their mother. With their encouragement, Hamura and Hagoromo combined their powers into the Six Paths strength and sealed Kaguya away.
But after sealing Kaguya, Hagoromo faced a new dilemma: How could the ninja world defend itself against the greater Ōtsutsuki clan, who were even more powerful than his mother?
To address this, the brothers split their efforts. Hamura went to the moon to monitor Kaguya's seal and attempt to reconcile with her. Meanwhile, Hagoromo stayed behind to improve upon his mother's failed creations and develop stronger, more skilled forces to protect the ninja world.
Kaguya's White Zetsu army had great chakra reserves but lacked combat experience or skill. Recognizing this flaw, Hagoromo devised a plan to strengthen his forces by collecting the souls and chakra of the deceased. Using the principles of the Divine Tree, he created the Pure Land, a realm that absorbed the chakra and souls of the dead. This allowed him to summon the most powerful ninja from history as a formidable army to counter the Ōtsutsuki threat.
Hagoromo divided the Ten-Tails into the nine tailed beasts not only to weaken the creature but also to generate chakra sources for his Pure Land. With this system in place, he began spreading chakra through the ninja world, founding Ninshū to strengthen humanity over generations.
However, the process of strengthening humanity was slow. To expedite progress, Hagoromo introduced the reincarnation cycle of his two sons, Indra and Asura. Their repeated conflicts fostered growth and war, which supplied the Pure Land with more chakra and souls. But trouble arose when Senju Tobirama later developed the Edo Tensei (Reanimation Jutsu), which disrupted Hagoromo's system by forcibly summoning Pure Land souls into the living world.
Angered by this interference, Hagoromo influenced Asura's reincarnation (Hashirama Senju) to ban the use of Edo Tensei. However, now someone had once again used Edo Tensei to summon souls from the Pure Land. Hagoromo investigated and discovered that Indra's descendants (the Uchiha clan) were responsible, while Asura's bloodline was on the brink of extinction. Only the Uzumaki clan's distant connection to Asura allowed his chakra to persist.
Frowning, Hagoromo gazed through space to assess the situation. His interference caught the attention of the three sages from the sacred lands.
At Mount Myōboku, Gamamaru muttered, "Why is that old immortal awake again?"
The Elder Sage Toad retorted, "Old fool, are you dreaming out loud again?"
Meanwhile, the White Snake Sage narrowed its eyes in Ryūchi Cave, and the Slug Sage in the Shikkotsu Forest spread its tiny slugs across the ninja world to investigate.
Hagoromo sighed, realizing the world's precarious state. He resolved to visit Hamura on the moon to discuss the issue of Edo Tensei and the weakening Asura bloodline.
Meanwhile, Toki, oblivious to being targeted by Hagoromo, was still thinking about how to deal with Madara and Black Zetsu.
On the ground, Konan, calmed by Yahiko's persuasion, finally agreed to Toki's proposal to return to Konoha. She painted Nagato's symbolic red mark on their childhood home in Amegakure, signifying her farewell.
