The first mass immigration did not happen overnight.
The time difference between the Elves who first set foot on Earth in 1945, and the last Elves to emigrate was close to 5 years. Since it was an early stage, the facilities such as terminals were insufficient, and there was a limit to the number of individuals that could be transported at one time.
