Chapter 208: Chapter 207: The Insight Plan (Part 3)
"Truly worthy of being Fury's ride, it's incredibly sturdy." The state of the surroundings and the damage to other vehicles on the news was enough to show how intense the battle had been. The news anchor even listed the weapons used by the attackers: Gatling guns, rocket launchers, and other heavy firepower. There were likely more unmentioned weapons, such as anti-tank mines and ramming devices.
The damage to Fury's car's door glass was probably caused by a ramming device. As the director of S.H.I.E.L.D., Fury's car had security measures comparable to those of a top national leader. The reinforced glass windows could withstand rocket launchers and anti-tank mines, though the latter could flip the car over.
This small car represented the pinnacle of S.H.I.E.L.D. technology and was worth more than an ordinary person could spend in ten lifetimes.
"From the scene, it looks like Fury isn't dead." Daniel Davis sipped his drink, watching the news with a calm expression.
"Helicarriers, huh?" Daniel wasn't too worried about Fury's fate. He was more concerned with the three helicarriers. Worth billions, these ships being destroyed was a huge loss. Building such helicarriers again with the cooperation of the world's major nations would be extremely difficult.
However, discreetly taking the helicarriers without being noticed wasn't easy. Although he could use Pym Particles to shrink and take them, it would definitely cause a huge uproar.
This was the Marvel universe, not the world of the Titans. Even without considering Kamar-Taj and Asgard, Fury himself was not to be trifled with. Captain Marvel and Goose alone were more than Daniel could handle.
Staying low-key was Daniel's motto. Even though he could dominate the world of "Demon Slayer," he never showed off his invincibility.
Daniel wasn't paranoid, but being cautious had its benefits, especially in a world with ultimate human weapons like nuclear bombs.
"Getting all three helicarriers without being discovered is too difficult. The safest bet is taking one, maybe two at most."
The five major nations invested heavily to create three helicarriers, only for them to be turned to ash before they could take off.
Fury's decision to dissolve S.H.I.E.L.D. was likely not just because of Hydra but also due to this massive financial loss. If S.H.I.E.L.D. remained, Fury would have to shoulder the blame. Dissolving it left the nations with no clear path to hold him accountable.
"S.H.I.E.L.D. seems quiet now. Luckily, I have Whitehall as an insider. Otherwise, I'd have no clue when the Insight Plan would start."
The helicarriers were equipped with cloaking systems. Once airborne, they wouldn't make any grand announcements. Pierce's plan was simple: choose an ordinary day to launch the helicarriers, use Zola's algorithm to eliminate the first batch of targets, then announce Hydra's domination.
The first targets were key leaders from various countries, organizations, and corporations who wouldn't compromise with Hydra. Even if the plan wasn't entirely successful, it would eliminate a significant portion of these individuals.
Zola's algorithm was an AI system that used big data to predict who might or might not compromise with Hydra. Those deemed uncompromising were the first to be targeted, including Daniel Davis, Stark, Pepper, Strange, and others.
While the algorithm was powerful, it wasn't perfect. For instance, it couldn't calculate the Ancient One's actions, even though she was online.
"Compared to these Hydra guys, using human lives to create Philosopher's Stones seems almost kind-hearted. Even the Homunculus from 'Fullmetal Alchemist' can't compare to Pierce."
The Homunculus sacrificed fifty million lives, but with the global population in the Marvel universe, Hydra's first sweep would likely claim at least a billion lives, enough to perform two national transmutation circles.
"With that many Philosopher's Stones, you could probably create a powerful being." Daniel shook his head. This was just a thought; he couldn't actually do it.
Modern technology and the internet were terrifying in their invasion of privacy. For ordinary people, everything said and done online could be tracked and retrieved, even if deleted. For those with the right skills and equipment, nothing was truly hidden.
With the right algorithm, it was possible to infer most people's personalities and preferences, allowing for targeted responses.
The true core of the Insight Plan wasn't the helicarriers but Zola's algorithm. Without it, the helicarriers were just expensive toys, no matter how many there were.
"Fury didn't ask for my help, nor did Tony or Banner. Are they planning to handle this on their own?"
As the day of the Insight Plan arrived, Daniel was surprised Fury hadn't reached out to him. Through Whitehall, Daniel learned that rumors of Fury's death were circulating within S.H.I.E.L.D., and his top agents—Natasha, Hawkeye, Sharon, and Hill—had disappeared.
Because of this, Pierce accelerated the launch of the Insight Plan, skipping further tests of Zola's algorithm. He believed that once the plan started, even if Fury reappeared, it would be too late to stop it.
"This is a good opportunity to make a big move." Thanks to Whitehall, Daniel was well-informed about Hydra's internal situation, including many well-known companies. If Fury leaked all of S.H.I.E.L.D.'s intelligence, these companies would be doomed. Daniel could take advantage of this to acquire some of them.
He didn't need to handle this personally; the Red Queen could manage it.
"I understand."
The weather was clear and sunny. For the ordinary employees at S.H.I.E.L.D.'s Triskelion headquarters, it was just another workday until Captain America's voice came over the loudspeakers.
"That's the Captain for you."
Many ordinary S.H.I.E.L.D. employees stopped working upon hearing the Captain's speech. However, the Hydra agents within S.H.I.E.L.D. continued their work, and the helicarriers began to lift off.
The Triskelion, located on an independent island within Washington D.C.'s jurisdiction, was surrounded by water.
Inside Fury's old office, five high-ranking members of the World Security Council were gathered. They had come in person for this significant event.
Outside the office, Daniel suddenly appeared in the hallway. The two S.H.I.E.L.D. agents guarding the office immediately charged at him upon seeing him.
Due to the actions of Captain America, Falcon, Hawkeye, and others, most of the S.H.I.E.L.D. agents were out hunting them. Pierce likely didn't expect anyone to storm the office, so he only had two guards.
Inside the office, Pierce had just revealed his Hydra identity and the truth of the Insight Plan to the World Security Council members, urging them to surrender. Suddenly, the office door was flung open, and his two guards were thrown inside.
Daniel walked in, surveyed the scene, and smiled. "It's lively in here."
"You?" Pierce's face changed upon seeing Daniel. He knew exactly who Daniel was. The next moment, he panicked and reached for a weapon—a handgun.
"Room." Seeing Pierce's move, Daniel used his Op-Op Fruit powers to snatch the gun and a remote control with his baton.
"You really know how to cause trouble, huh?" Daniel said, grabbing Pierce by the collar and throwing him out from behind Fury's desk. Then Daniel sat down in Fury's chair.
There was only one chair in the office, so even the World Security Council members were standing.
"This doesn't concern you. Why are you getting involved?" Pierce, with a slightly bloody nose, asked Daniel.
"You put my name on your Insight Plan list. Why do you think I'm involved?" Daniel replied irritably.
"How did you know?" Pierce looked at Daniel in shock. As a high-ranking Hydra member, Pierce wasn't stupid. His smartness made him even more shocked. The Insight Plan was top secret, known only to a select few within Hydra. But Daniel seemed to know everything.
"Such a stupid plan. How did you even come up with it?" Sitting in the chair, Daniel scrutinized Pierce. Despite his old age, Pierce still looked charming in his white suit.
"I have a question that's been bugging me. As a top Hydra leader, you shouldn't be dumb. Why did you come up with such a foolish plan and actually go through with it? Before the appearance of aliens and Asgardians, this plan might have been fine. But with their presence, why didn't you change it? Care to explain?"
"Exactly because of their appearance, we need the Insight Plan. Only by unifying the world under one voice can we gather all resources and develop space technology to fight those aliens. Space technology hasn't advanced much due to internal conflicts among nations."
Pierce's words were filled with a righteous tone, as if he was bearing the world's burdens. If Daniel didn't know Hydra's true nature, he might have believed him.
"Hahaha, sacrificing at least a billion lives for one voice? That's your idea of unity?"
"These are just necessary sacrifices."
"Such nice words. I almost believed you." Daniel clapped his hands lightly, mocking Pierce. Rulers always found justifications for their actions.
"What do you mean by one of Hydra's top leaders?" At this moment, a female World Security Council member revealed her disguise. It was Natasha Romanoff, the Black Widow, with her sleek black hair.
"Do you really need to ask? Hydra, Hydra—it isn't just one head. The head Captain America and Peggy Carter cut off was just one of many. Cutting one head only allows two more to grow, because while one head is exposed, the others stay hidden. Even if the exposed head is cut off, the hidden ones will ensure it regrows. Isn't that right, Secretary
Pierce?"
"What do you know?" Daniel's words shocked Pierce. As a high-ranking member of Hydra, he wasn't afraid because he knew other Hydra branches would rescue him. Even in the original timeline, Pierce didn't expect to be killed outright. With someone like Malick, a former World Security Council member, getting Pierce out would have been easy.
"What do I know? Only what I need to. Actually, Hydra's actions this time are irrelevant to us. We don't care who rules Earth. But your mistake was putting me and other untouchable people on the Insight Plan list. You've angered some big names."
