"Thank you all for your support," Mei began, her voice steady and commanding. "The Mist has suffered for too long under tyranny and fear. Together, we will bring stability and prosperity back to our village."

Mei's expression turned serious as she addressed the room, "First, we need to secure Utakata. Konoha seems determined to kidnap all the tailed beasts. We still don't understand their plans, but we cannot allow them to succeed."

Kisame frowned, leaning forward, "Utakata is a high-risk target. What’s our strategy?"

"We'll reinforce his location and ensure he's guarded at all times," Mei replied firmly. "Raikage has called for another Kage meeting next week. Three Kage will meet once again to plan ahead."

Kisame raised an eyebrow, "Three Kage? Who’s missing?"

Mei's expression darkened. "Shisui Uchiha and Itachi Uchiha killed Rasa of the Sand. The Daimyo of Wind Country paid a tribute for Konoha to stop their invasion. The Sand Village has withdrawn from the battle."

The room fell silent, the gravity of the situation sinking in. Zabuza, always direct, broke the silence. "With Rasa dead, the Sand will be in disarray. But that tribute... it shows Konoha's desperation for resources."

Mei nodded, her eyes narrowing. "Exactly. And it shows their ruthlessness. Shisui's rise to power has been nothing short of brutal."

Kisame chuckled darkly, "Ruthless or not, it makes them dangerous. We need to be cautious."

Mei agreed, "Our first priority is to protect our Jinchuriki. But we also need to prepare for the upcoming meeting. The Raikage is furious, and rightfully so. Konoha's actions have provoked every major village."

Chojuro, her loyal lieutenant, spoke up, "Do we have any intelligence on Konoha's movements?"

Zabuza replied, "Our scouts reported increased activity along Konoha’s borders. They’re fortifying their positions, probably expecting retaliation."

Mei clenched her fists, determination blazing in her eyes. "We will not let them continue this unchecked. Our response must be decisive. Utakata’s protection is crucial, but so is our presence at the Kage meeting. We need to show strength and unity."

Kisame grinned, his shark-like teeth glinting. "Sounds like we’re in for a fight. I wouldn’t have it any other way."

Mei's voice was steely, "Make sure our forces are ready. We leave no room for errors. Konoha thinks they can play us all for fools, but they'll learn the hard way."

In a damp cave, the air thick with moisture and the scent of earth, a red-haired boy sat on a stone throne, gazing at three lifeless bodies laid out before him. Gaara, Yugito Nii, and Yagura, all formidable Jinchuriki, now subdued and defeated. The boy's eyes gleamed with a mix of satisfaction and malevolence.

"That makes three of them," he said to the empty space, his voice echoing slightly off the cave walls.

From the shadows, a figure emerged. Zetsu, the half-black, half-white entity, stepped forward, his presence both eerie and unsettling. "Who is next?" he asked, his voice a blend of curiosity and impatience.

Namikaze Hirato closed his eyes, contemplating the next target. The silence stretched, filled with the distant dripping of water from the cave ceiling. Minutes passed before he finally spoke, his tone laced with cold determination. "Seven-Tails. Time to draw Waterfall into this war."

Zetsu nodded, his form shifting slightly as he processed the order. "The Seven-Tails Jinchuriki will not be an easy target. She is well-guarded and her village is on high alert after the recent attacks."

Hirato smirked, his confidence unshaken. "It matters not. We have the element of surprise on our side. Besides," he added, his smile turning sinister, "Waterfall thinks their secret is safe, but we know about their Jonin with The Earth Grudge Fear."

Zetsu's eyes glinted with understanding. "They've spread the rumor that Kakuzu stole the technique, but they're cultivating their own Jonin in secret. They won't expect us to know."

Hirato's smirk grew. "Exactly. Their overconfidence will be their downfall. We'll use that against them."

Zetsu's grin widened. "Very well. I shall make the preparations."

Before Zetsu could fade back into the shadows, Hirato continued, his voice dropping to a whisper. "Ensure everything is in place. We move at dawn."

Zetsu disappeared into the darkness, leaving Hirato alone with his thoughts. The red-haired boy's gaze returned to the bodies before him, his mind already plotting the next steps. The capture of the Seven-Tails would further his goals, bringing him one step closer to his ultimate aim.

A week later, the Five Kage Summit began in the Land of Rain. The neutral territory known for its strong leader who was pragmatic in all previous wars, Land of Iron would be the first choice, but with the war is going on, they had to be close to border. The air in the room was thick with tension, distrust, and barely contained anger. Raikage A, known for his fiery temper, was already scowling deeply as he stood at the head of the table, fists clenched in rage.

"We can't let Konoha get away with this!" he roared, slamming his hand down with such force that the table shook.

Mizukage Mei Terumi, seated to his left, shot him a sharp look. "I agree, Raikage, but storming in without a plan will only lead to more chaos."

Tsuchikage Oonoki floated slightly above his seat, arms crossed. "She's right. We need to think strategically. An all-out assault could play into their hands," he added, his voice cutting through the tension.

Takikage Renji, the youngest and least experienced among them, tried to project confidence despite the clear unease in his eyes. "Takigakure has no choice now. Our Jinchuriki was taken. We must act decisively," he said, his voice wavering slightly.

Mifune, the leader of the samurai, stood silently at the back, his stern expression revealing his anger. "Three years ago, we all agreed to a truce under my watch. Shisui Uchiha's actions have trampled on that agreement and my honor as the overseer. This cannot stand," he declared, his calm voice carrying an edge of steel.

"We cannot let Konoha continue unchecked," A insisted, his voice rising. "Shisui Uchiha and his lackeys must be stopped."

Oonoki interjected, "But we need to understand their capabilities. Shisui is cunning and powerful. His Sharingan makes him a formidable foe."

"Exactly," Mei said, cutting in. "We need more information. If they're collecting the Tailed Beasts, there must be a reason. We need to understand their endgame."

Mifune turned his gaze to the quiet figure at the end of the table, "Hanzo-dono, what do you think?"

Hanzo of the Salamander, the legendary leader of the Hidden Rain Village, sat silently, his mask obscuring much of his face. His presence imposing and shrouded in a dark cloak, leaned forward slightly. The scars on his face caught the dim light, a testament to countless battles. His voice, when he spoke, was low and resonant. "Rain has suffered enough due to this madness. Shisui Uchiha has gone too far. Using Shukaku to massacre my civilians was a line crossed," he growled, his eyes flashing with controlled fury. "Konoha must be held accountable."

Raikage A, his rage barely contained, interjected, "Exactly! We can't sit idle while they capture Jinchuriki and manipulate us. Shisui thinks he can play god, but we'll show him the consequences of his arrogance."

At this time, a masked figure appeared on the high wall to the side, sitting calmly. His arrival was felt by all, instantly turning the room into a flurry of defensive jutsu. Five Kage, along with their guards, launched attacks simultaneously. Fireballs, lightning bolts, and wind blades rained down upon the figure. When the dust settled and the room grew quiet, everyone looked at the figure in shock. All their attacks had vanished into thin air.

"Who are you?" Mifune asked, his sword drawn and ready.
